Do transmitter signal change after scattered from the terrain ?

Change at transmitter - probably not.
Change at radar (assume receiver) - no.. well yes it's probably mixed
down, ddc'd etc.
Change due to scattering by terrain - Depends if the terrain is moving
(..Doppler), earthquakes even.
