Hi Ralph,
I really don't know if there is such a group - comp.dsp is by far the most
interesting newsgroup I know of and often covers topics which I would
consider to be comms related. Don't quite know what you mean by comms
technology though.

If you do find such a newsgroup would you please let me know?

You could try "sci.electronics.design". Comm stuff threads would
certainly not be off topic over there. Then there are a few others but I
assume you are looking for an English language forum.
