I presume CRLB stands for California Radar in Long Beach. I know nothing
about that.

no, CRLB is the abriviation of "Cramer Rao Lower Bound" which is used
to check the efficiency of any algorithm used for estimation

I'd try the IEEE Web site. They have searchable abstracts. Also, there
are some good books such as "Electronic Warfare Target Location Methods"
by Poisel.
